Appeal a Parking Charge (PCN)
We’re committed to fair, accurate decisions. If you prefer a fast resolution, you can
pay at the discounted rate.
Once paid, the case is closed and no appeal can continue.
Days 0-14
Discounted payment available. You can still submit an internal appeal.
Days 15-28
Window to pay at the full rate or submit an internal appeal.
After 28 days
Case may progress in line with the notice and applicable terms.
Before you appeal
Appeals are intended to correct clear, evidenced errors. If your situation fits the list below, consider appealing; otherwise, the discounted payment is usually the most efficient path.
- You held a valid permit/ticket covering the relevant time.
- You paid (attach app receipt/reference) but a VRM/session mismatch occurred.
- A machine or system fault occurred (include timestamps, screenshots, evidence).
- Signage or bay markings were ambiguous (include dated photos from the time).
- You have valid disabled entitlement (e.g., Blue Badge) and complied with on-site rules.
Pay at the discounted rate
- Case closes immediately
- No further admin or deadlines
- Prevents escalation and costs
Submit an appeal
- For clear, evidenced errors only
- PCN is placed on hold during review
- Target decision within 28 days
How to appeal (email only)
Send your appeal by email. We will acknowledge receipt and place the PCN on hold while we review your evidence.
Send to
Subject: Appeal – [PCN Number] – [Vehicle Registration]
Copy appeal template
Include ALL of the following
- PCN Number and Vehicle Registration (VRM)
- Your full name and postal address
- Date and exact location of the parking event
- Your relationship to the vehicle (driver / keeper / hirer)
- Clear explanation of your grounds for appeal
- Supporting evidence (photos, permits, receipts, Blue Badge, app logs, etc.)
What happens next
- Acknowledgment: We confirm receipt and pause the PCN.
- Assessment: We compare your evidence with site records, ANPR/patrol data, and terms.
- Decision: We aim to reply within 28 days.
Prefer certainty? Pay at the discounted rate to close the case now.
Time limits & escalation
- You have at least 21 days from the date the charge was imposed to submit an internal appeal.
- If your internal appeal is rejected, you’ll have a further 21 days either to pay or to appeal to the Independent Appeals Service (IAS).
- If you appeal to the IAS, we will not require payment while your IAS appeal is considered. IAS decisions are binding on us.
Service Charter
- Fairness: Decisions based on evidence and site terms, not revenue targets.
- Accuracy: Cross-checks against timestamped photographic/ANPR/patrol records.
- Transparency: Clear reasons for every outcome and next steps.
- Respect: Accessibility and reasonable adjustments available on request.
- Data Protection: Evidence handled securely and proportionately.
Compliance & data
By emailing an appeal you consent to us using your information to assess the appeal and, where relevant, sharing it with the IAS. Do not send originals; send copies or photos. See our Privacy Policy for how we handle data.
Accessibility: If you need reasonable adjustments (format, language support, or time), tell us in your appeal email.
